Violations Processing Center
The UTS Violations Processing Center (VPC) software is one part of a comprehensive Revenue Management System solution that also includes the Customer Service Center. The VPC software is deisgned to include the following features:
- Violation management – search, view details, assignment to a violator, void/reinstate, issuance of notices, submission to interoperable agency
- Violator account management - including violator information, vehicle/license information, payment history, violation history, notification history
- Payments – apply payments to violations allowing specific management of fees and designation of how payments are applied
- Notifications – varying notification levels based on violation/violator status
- Image Reviews – Three tiers for reviews (CSR, Supervisor, Pre-Notice Printing) showing high resolution color overview and region of interest images and associated optical state and character recognition
- Department of Motor Vehicle integration - data retrieval based on license plate number
- Court or Judgment packages – easily created when escalation is necessary
- Easily searchable – by violator information, vehicle license plate number, drivers license number, violation or notice number
- CSR or Violator notes – comments are easily added
Automated License Plate Processing
The productivity of a VPC is critical to the timely collection of revenue for an Authority. The most time consuming activity, based on the volume of traffic and the percentage of violations or video license plate tolling, is the image review process. Translating a license plate image into data that can be processed against existing customer accounts in the CSC or by a Department of Motor Vehicles to determine the registered owner is the first step to collecting the associated tolling fee.
The UTS VPC can optionally include a highly accurate software-based Optical State Recognition (OSR) and Optical Character Recognition (OCR) utility that we have designed to work optimally with our captured license plate images. The OSR tool is a template-based solution designed to accurately identify the state of issuance as well as the plate type (standard issue plate, specialty plate, commercial plate, etc). Based on the known attributes associated with a state and plate type, the system can then perform OCR processing with a much greater confidence level. The OSR and OCR results are used to enable automated processing of the license plate data based on configurable thresholds.
